Being forced to the bottom of the page

I have been getting an intermittent problem - can anyone help?  Every now and then, something happens to force me to the bottom of the page I am on (usually a web page).  I then cannot get back up the page either by dragging the scroll bar, using the arrows top or bottom of the scroll bar or using the wheel on the mouse.

Funnily enough, if I have got more than one window open, it doesn't always happen in all the windows.

I've also noticed that when this happens, I am unable to Shut down or Restart, I can't do either of these - the Stand by button seems to be depressed.  I then have to select Stand by and then I reboot.

By the way, I'm using Windows XP and have got Norton Internet Security and Microsoft Anti Spyware.

I would welcome any explanations!

Weird or what!  I've seen a similar problem, which turned out to be a faulty mouse!  Might be worth trying another one.
