Book read in the 1990's about a female werewolf...Help

I read a book in the mid 90's about a female werewolf. I know it's very vague but for the life of me I can't remember what it's called. It was set in some American city and I think she could turn into a werewolf or wolf when she wished. It was very graphic and sexy in a weird sense of the word. Any help would be great as I've been racking my brain. It isn' the book Bitten as I've already read it and this book was either from the 80's or early 90's. A shot in the dark I know.
