Our concrete floor was done by a professional with expensive cushionfloor vinyl and it was supposed to stay stuck down, but after 4 years it is coming unstuck here and there. The floor was laid in 1972 and we thought it was level, until now.

floor is level..yes
I laid vinyl on our concrete kitchen floor without any preparation whatsoever. It lasted until we got fed up with it. Providing you choose a good quality vinyl and not some of this thin stuff on the market, providing your floor is level it should be OK.
