Is this a step too far for speed cameras?

There are tests going on in Southwark regarding speed cameras that seem to monitor your speed across different roads.

I am completely against the continually monitoring by the authorities of decent ordinary citizens. No one has the moral right to do so. It's getting like a totalitarian regime here. The sooner the revolution where those pushing for it get put up against the wall, the better. Then we decent folk can live in peace.
Assuming these cameras - and the following fines - only work if photographing legal numberplates, is it not about time that numberplates were only manufactured and issued by one agency?
The huge number of illegal and unreadable (by automatic cameras) plates around mean that the law breakers will get away with again.

is it safe to do 70 on a busy very wet motorway, yet if you did you would'nt be speeding.

is it safe to do 90 on a dry empty motorway, more than likely yes but you are speeding.

is it safe to do 30 near a school at kicking out time......no really

is it safe to do 40 in a 30 at 4am on a deserted road with good visibility, yes but you are speeding.
