striking out a divorce application

my partner is still waiting for his estrnged wife to file her divorce papers to the court, they have been filed once which we had to keep chasing but her solicitor did the paperwork wrong and the divorce had to be re-done from start, which cost us money for his solicitor to have to file his paperwork again, to no fault of my partner. this has now been going on for 14 months and is getting beyond a joke. My partner now wants to strike out her claim and commence proceedings on her, so this time he would be the applicant. His solicitor is reluctant to do this, but my partner feels if he doesnt do this then the divorce will never proceed. Does anyone the implications and costs of striking out. She is divorcing him on 2 yr separation with no contest, but he will divorce her on 5 years separation now. Thanks there are no children and no property involved.

A different solicitor (as I think advice is free regardless if entitled to legal aid or not)

Rather than going with 1 solicitor's advice.
