We live in a block of flats where access to the communal back garden area/car park is not gated - however a neighbour from the next road walks his three dogs here - not on a lead - and they often leave behind "mess" - is there something we can legally do to stop him? The dogs - which are fairly large - tear round at a fast pace and the man himself is not the approachable type. Any advice?

If you know who owns the dogs then I suggest you report them to your local council's dog warden.
You can also try Environmental Health (for the 'waste') - I know the local EH have previously had secret filming to convict this kind of thing
