Is there a program that puts a graph over a picture and print out with the graph?

Microsoft Word.

Powerpoint set Transparent colour...

Use a presentation application like Powerpoint. Open Office, Keynote etc. Set your picture as the slide background, and add your graph over the background

thanx for that jeffmatt, I tried it with Paint but the grill was too small & Powerpoint didn't suffice. I was searching for the ancient Windows 3.1 layout on Paint but alas.
