If someone is cloned do they have the same personality as the person they are cloned from, or does it depend on either where you are brought up or who brings ypu up?

This is that age old nature/nurture question. How much of your personality is genetically derived or has been acquired by watching too much television. I would err towards the latter but it is very difficult to prove scientifically.

No they don't have the same personality, just the same looks. An example is a 'natural clone' or as we know it identical twin. They look exactly the same as each other (as a clone would), but have seperate minds and thus seperate personalities.
