Apart from the obvious scraping off paint- What would be the best option to 'seal' our interior walls with??
I just want a final durable painted finish for our side door porch....

Hi, is it the plaster or the paint that's flaking. It's usually the latter. If so is it a very old porch as it could be the paint that was put on in the past. I personally wouldn't use PVA as it can cause more trouble than it's worth. It is prone to make the finish paint bubble and could make the finish look terrible. A bit more information may help.
