artist and portrait

I'm trying to find out about the artist and subject of a print my mum has. It's of a woman with black bobbed hair, slightly Spanish or Italian in appearance wearing a black lace dress. She sits sideways and it's one of those pictures that seem to follow you. The artist's name looks like Loui Shabney/Shalone/Shabnes, hard to tell the last letters. She's had this picture many years. Any help please?

I have an 80 year old friend who also has this picture on his wall. He would love know any info you have about it. We have not found anything thus far.He has had it on his wall for 45 years.
