is it possible to play the old classics from sega master system and snds roms on ps3 hard drive??? if so how do i start where do i start? one in particular i'd love to play is on ps3 is R-Type?

Emulators running on the PS3 is off to a very slow start, if you really need to play the original R-Type on the PS3 then you would be better off getting a copy of 'R-Types' on the PS1 which is a ROM port of the original arcade machines 1 & 2, it is available on Amazon for twelve quid right now.
