Online connection

I am in the habit of switching on my computer and wandering away while it opens up. Sometimes it automatically goes online - which I don't want - and sometimes it doesn't. It is anoying to return and find it online when I have been distracted as I have to pay per minute (I live in a small village in Germany and we are not yet on Broadband). How can I prevent this from happening please?

Open internet explorer, click on tools > internet options, then click on the connections tab and make sure the "never dial a connection" tick box is selected.
