Private own water borehole/supply regulations please

How do I find out from who, what authority, what departement, if I am allowed to bore my own well?
Location is in Wiltshire. What are the rules and regulations that govern it? where can I look it up?

The Water Act of 2003 states that domestic users may daily extract up to 20 cubic meters, 20 000 litres, 4400 gallons or, in metered form, about £20 worth per day of ground water, without any permission being required. No charge. No fee.

Contact the Environment Agency to see if any conditions apply.
Seems to be correct, Tilda. Though not something I knew anything about (until now).
