Can anyone tell me the purpose of a small (86Mb) FAT16 partition on Drive 0 in addition to the known 15GB Recovery and Main OS partition forming Drive C:\ ?

It's probably the partition the computer first boots from, then depending on a certain key being pressed, or not, it will either boot from the main partition or the recovery partition.
