Buying a pub lease - being asked to pay sellers fees also

My friend is buying a pub lease and the seller is trying to get them to pay the sellers legal fees ontop of their own can they do this - surely this is optional on a business lease/ pub purchase...
prev fire doors in buildings and disabled not being able to open them
  
next Estate Agent's out of pocket expenses?
