hp deskjet 3650 printer fault

My printer has recently stopped working
. Green power light is off. when pressing power button green light flashes a few times then stays off. Printer makes now other sounds or movement. Pc is aware that printer is there but clicking on Print has no response. Have check supply to printer. +32v and +15v ok.I bought an identical printer 2nd hand on ebay and was assured that it worked ok.(no leads suplied) However this printer does axactly the same. Can anyone help or sugest what may be the fault? Thank you.

Have you tried unistalling and reinstalling the printer and drivers?

Yes I have tried that. it was just the same.
