is it compulsory to be on the electoral list? even if i do not wish to vote ever?

yes. you can tick a box on the form to not appear in the public version of the electoral roll.
I always thought that you were included in copies held be council and libraries although you cannot photocopy pages due to data protection act and the tick box to 'not appear' refers to copies that are sold to commercial enterprises for marketing/sales promotions etc.
It's a criminal offence not to accurately complete, and return, the electoral roll form.
