I'm unaware of any that just clip over an existing rose. It would be difficult since there are many differences in the layout of connections inside ceiling roses made by different manufacturers. There are several clip-on fittings available that allow you to remove the complete light fitting from the ceiling rose, but the new rose has to be wired up and fixed in place of the old one. Example.
Hi queries, you may find the one you are looking for in Argos. They also have them on e-bay. It plugs into the ceiling rose that is already there so no messing with the electrics. Be aware though that they will not fit all ceiling roses as there are many different types of rose, as they say one size doesn't fit all. Here are the links for two of them.

Worth a look.
What exactly do you think the purpose of this 'gadget' is? - just to cosmetically cover an old rose? If so - fine.
As the others have said, if it is also some sort of pendant, with a length of wire and a fitting at the bottom that contains a light bulb, it HAS to involve some disconnection / reconnection of the electrics. No ifs or buts. Otherwise how to you imagine the leccie gets to the new fitting?

Thanks for the answers - except perhaps for the slightly sarcastic one - yes it is for the so called cosmetic look. As they have been advertised in the past I know there is a demand - I will keep looking!
