Me and my boyfriend aren't going to the same uni, but if he deicdes to stay on campus, will I be allowed to go and see him regularly? I know it probably depends on which university it is and their rules, but in general what is the policy on relationships in uni? Especially 'outside' relationships, as I won't be attending the same university as him.

I know that at Oxford/Cambridge about 80 years ago partners weren't allowed in rooms after a certain time at night but these days this sort of thing goes on all the time at all universities. I went to uni 30 years ago and we weren't aware of any rules then.

I believe that many universities have a 'no overnight' policy in case of fire, when they have to do an evacuation and head count.
I think if he let the person in charge of the halls of residence know when you will be stopping it should be fine. Lots of my friends at uni have friends and partners stop over fairly frequently
