Program for photos

Hi all. I'm looking to make a cd of photos to music that I'll be able to play on a dvd player. I would like to be able to have a menu and then a series of photos in each chapter. I'd like to be able to use just pieces of music and fit it with the pictures. Can anybody recommend a good, cheap and easy to use program that is compatible with vista? Thanks in advance
