Goldfish

Hello In my goldfish pond my fish are very reluctant to swim about freely.
I have 12 small gold fish and one large fish (6 inches) is it possible that the presence of the larger fish is keeping the smaller fish from swimming about because they seem to crowd around him. My nieghbour has not got this problem albeit his fish are bigger.

shouldn't be any problem. The fish in my pond, depending on the time of year, range from new born to 6-8 inch and they all move about quite freely, though the new seasons fish do tend to hide in the weeds till they've got some size. Is it a new pond? if it is they may just be settling in
