actor's name?

It's a long shot, but may as well ask - a photo reminded me of a comedy actor, but I can't recall his name or find a pic online!!
My memory of him is chubby and bearded, woolly hat and overcoat, 30's and permanently baffled - kind of like a younger Bill Bailey, and I think he was in something of that genre (Simon Pegg etc)
Any genius tv-buffs, your help is appreciated.
