What gives the right for a Council to say a car owner must own a mobile phone when he has to park in Westminster. Park the car look for the parking road sign. Dial the number if you reg is ABC press 1 if it DEF press 2 so on if you press 2 cos mine is starting with the letter E if so on all the way through then give your credit card details.

Westminster Council don't require motorists to own a mobile phone in order to park within the borough:
