As next of kin and one of 3 executors, do I have prime responsibilty for arranging my father's funeral according to his wishes?

The answer to your question is a qualified yes - but you are not obliged to take on the task, and others are likely to be equally responsible. You need to reach an amicable agreement if possible.
I recall that all named executors have a shared responsibility. I don't think that as 'next of kin' you have any additional responsibility
Executors agree to disbursements of deceased's estate. The cost of the funeral is on who-ever books it initially. Make sure you have access to deceased's monies to reclaim costs.

If the other executors dispute funeral arrangements they may not agree to meet the costs.
