On each Wednesday and Saturday, when the Lotto numbers are drawn, on BBC TV, together with Dreamnumber, Thunderball etc, we hear that the machine name and set of balls have been chosen by a particular person. Who decides which person is selected to make the choice and how is the selection made?.

Years ago they used to show a film of them stopping someone in the street and getting them to choose envelopes for which machine and balls were to be used. Maybe they still do that but don't film it anymore.
