I know insurance companies are regulated by the financial services authority. How do you go on if you want to report a insurance company taking longer than 5 months to pay out a claim. They are so incompetant, they have paid part of the claim which took 5 months, (having threatened BBC Watchdog & Financial Ombudsman)however, they have over looked the first part of the claim (by their admission). I have complained to the company itself and have been informed that they are with-holding money due, due to the fact that I have complained on several occasions. I am so fed up of this, my dogs health as at risk. I have also looked up reviews from other consumers and apparently they have a reputuation for taking a long time to pay out. So much so, that vets will not deal with that particular Company. I know I can take my complaint to the Financial Ombudsman, but that would only deal with my claim and do nothing for all the others who are waiting to be paid for their poorly animals. Surely the Financial Services Authority, can do something.

It's the Insurance Ombudsman that you need to address your complaint.
Yes, Hymie is right. It's the Insurance Ombudsman that you can contact if you have a complaint. (now part of the Financial Ombudsman Service) http://www.financial-ombudsman.org.uk. However, have you tried speaking to someone in authority at the insurance company? Ask for the Claims Manager - don't be fobbed off by some person in the call centre. Insist on speaking to someone who can actually do something about this for you.

Before the Ombudsman will get involved you will need to be able to show that you have tried to resolve the issue with the Insurers. Have you kept copies of all correspondence and kept details of phone contacts?
