If your talking about the present conflict, then no, we are not at war with the goverment or people of Afghanistan, just the Taliban, who the west consider a terrorist organisation.

The British invasion in 1842 was also undeclared.

The idea of declaring a war is somewhat old-fashioned.

I don't think it was declared in the Falklands either.

In fact I wouldn't be surprised if the last declaration of war was 1939

rov1200, The west declared war on terrorism, and that actually gives terrorists a form of legitimacy.
