I must be missing something. I know the answer as I've entered it online, but what has the second part of the clue to do with the answer? Is it some literary refence that has eluded me - or something else?

The answer is pastry-cook - which fits confectioner.

I also have no idea where the 2 shillings fit in. If you assume "arrange" is an anagram indicator, removing TO PAY from PASTRY COOK leaves SRCOK, so where does that come from?
What is the answer to 2 down or 2 across ?

I searched for "rock" and "cork" as slang for shilling without much success, although "rock" is slang for an American coin.
What is the answer to clue 2 ?
If the answer is cork, then perhaps it is an anagram of "to pay cork s"

2d is rock - I think you have found the answer !!

Many thanks - I had gone the anagram route of DocHH and missed the reference to 2d completely
Of course - Sarrie has given the answer. 2d is "rock".
