At last, not perfect but it is a start.

The questions I would like to ask is why aren't they expected to pay for it?

It is said that visa payments will pay the cost, if this is so will the cost (when the scheme includes everyone) be taken out of our passport charges?

Or will they be free in Scotland, Wales and Northern Ireland, with just the English expected to cough up once again?

The article isn't very clear, is the cost of the card included in the cost of the visa per person? In other words, if cost of a visa costs �n amount of money does a certain percentage go towards the id card?

regarding the charges I too did not understand what they meant. I can only persume that the charge for a Visa will increase, just like the new passports.
