Could anyone tell me is it against the law for a bank to harrass you for payments that have been missed after you have made arrangements to pay a reduced amount.

I understand you owe the bank money and have agreed arrangements to pay reduced amounts.
But I'm not sure whether you are saying:
(a) you have missed some of the agreed new payments or
(b) you have been paying the agreed amounts?
and what do you mean by harrassment?

Go to Section 1, paragraph 3 and it appears not.

However, if not happy complain to the FSA or Ombidsman and notthe police.
