Does anyone know what the spinning black things are for on the top of some vans?
Are they used for charging something or as part of the ventilation system?

they are just air vents.
I have one on my Transit van and after I looked at the log book I found that the company that owned it before me used to carry batteries and the spinning top on the van is to ventilate the rear of the van so you don't get battery fumes in the front....

Police & council dog patrol vans have them for ventiation to keep their pooches happy.
