Can't Find 'Found New Hardware Wizard'

I am trying to install a USB to RS232 Cable and after the first step of installation I am supposed to plug in the cable and the 'Found New Hardward Wizard' should pop up but it doesn't!!

I have been trying to get this thing installed for the past 3 hours and it is driving me mad!! Can anyone help please?

Thanks neildownx. At long last I managed it - it was an old phone that my partner had taken over 150 photos which he couldn't download onto the PC and after trying various cables and more by luck than judgement (because neither of us are very computer sav vie) we've done it!!
