Can't delete part downloaded mp3 file

I have partly downloaded an mp3 file and now I can't delete it. Windows says it's in use by another program, but it isn't. I only use Windows Media Player and that's completely shutdown. I've even uninstalled WinMX, the program I used to download the mp3 and still I cant delete it. Can anyone help please?

open my computer and the drive where the file is located, if you have more than one. Locate the file, drag it to the root of your C drive, i.e open drive C and drag it there, don't put it into a folder. If the file has a name longer than 8 characters, rename it, highlight the file, right click and rename to 8 or less. Go to start, programs. ms-dos prompt. If you see C:\windows, type in cd\ and press enter. Type the following: del file name, eg del fred.mp3 and press enter. This should delete the file.
