in the library section of windows media player 10 there is an option to watch recorded Tv, does anyone know how to acces the option to actually record tv or to watch it within Windows media player

I think you will need a TV card slotted into your PC. I've got one. You have to attache an aerial  to the card and install the software that comes with the card. It has  a 'capture' feature which allows you to 'video' the TV channel being watched. I don't use it much since Freeview TV came along. and a cheap second tv for about the same price.
