Film about power corrupting

Can anyone tell me the name of an old film where the gods give a man unlimited power and he causes havoc? It's in black & white and it begins with the gods discussing whether or not an ordinary man would be corrupted by power then they pick a guy and give him god-like powers! Then he goes into a pub and makes a ceiling light turn upside-down and is shocked that he did it. It's been bugging me for ages and I'd love to see it again.
