Temporary loss of power steering - Citroen

My sister's car (Citroen C3) occasionally loses power steering, making the steering noticeably heavy. This has happened a few times during the past few months, but has happened more frequently over the past few weeks.

Sometimes switching the engine off, and then on again seems to rectify this, but not always.

Have taken it to the garage, but it never seems to do it when the car is with them.

Any ideas ?

Not enough hydraulic fluid in the system, maybe due to leaking seals, worn and slipping drive belt, faulty power steering pump. Just guesses but maybe they will help.
The C3 has an electric power steering pump I think its the same type as on a Saxo. I had to fit a new one to my daughters Saxo. The one that gave out gave the same symptoms working ok now and again before finally giving up. Common problem I was told on this site.
