Is it a phone scam?

Over the past year we have been receiving calls from 2 -3 people stating they are trying to contact one of our neighbours and can I post a note through the door asking them to ring someone.
The neighbour they are requesting had only recently moved in and to be honest they seem to keep themselves to themselves and do not go out there way to be friendly. When the first call occurred I was very suspicious and said why dont you write to them and they said they had but not replied so I said well Im not getting involved.
They got my number from the telephone directory and today received another call (after being quiet for a few months) asking exactly the same I told them NO. and if they are desperate to contact these people write to them and if they contact me again will report them to the police so I put the phone down.

I really dont know who these people are why are the ringing me asking to post note through these peoples door which I will not do.

Is this some kind of scam or any has anyone idea what the deal is..

sounds like there just at the wind up.
i seriously doubt they are looking for these people, rather looking to harass you.
on the other hand they may be suffering mental health issues and are convinced they know this person or persons at the address as part of their condition.
if i were you id log these calls in a diary, then notify the police and bt or whoever your call provider is. good luck.

I dont know whose these people are but on a each occassion has been different people.
I cant see it being a wind up - just odd
Did search on here and it appears someone posted similar message same details etc few years back.
But I wanted to re-new the query hence posted my one.
mmm id still pass this on to the police lindy.
if they were seriously wanting a message to go to a neighbour, how would they find your number as living nearby???
Either they came to your door, read your surname, looked you up which is creepy
or they read the entire telephone directory looking for a neighbout?

Lindy, it isnt a scam, they are debt collectors trying to trace down folk in debt. I once had a neighbour come to my house for a student loan debt of �100.00. They had found my name on the Electoral Role, found I was ex-directory and then found a neighbour on the same street that wasnt and got her to come and give me a message to phone them.

You can make a call to the Telephone Preferance Service.
TPS. 08450700707. Any one calling you.
you tell them you are listed With TPS will drop the phone as if it is a hot potatoe.

Regester with it will cost a normal call and save you so much time with Nutters. Remember to say you are regesterd With the TPS ...Telephone Preference Sevice.
I would go with what Katie said. The same happened to me 2 years ago. The lady at the end of the street came round with a note from someone who had phoned her asking her to get me to ring the number.They told her that I would know who it was. I had no idea but sussed out fairly quickly that it must be a debt collector after I googled the phone number and it came up as a company in Glasgow.

Unfortunately only sales calls are covered by the telephone preference service - debt collectors aren't.

Thank you for your replies.
I reckon it is probably debt collectors.
When I did ask where they got my number from they said the electoral roll (tho Im currently in telephone book - soon to change that).
Each time the person has called I said if your that desperate to get in touch with them write to them - now figures if they write to them probably wont get a reply.
Thing is if they are debt collectors and know where these people live why dont they visit them themselves or send the baliffs round.
Its just a nuisance.
Regarding TPS I have registered my number with them and re -registered as was still getting sales calls BUT doesnt seem to stop people from overseas call centres persistantly ringing for to sell me a great new mobile phone or a mortgage - as if anyone is silly enough to accept these offers - but no doubt there are fools around who do..
if you're that intelligent, with a degree why let yourself grt debt collectors are you for 100 quid?
