If you genuinely feel that someone has committed a criminal offence against you but the Police are unwilling to take any action, effectively saying they are "too busy", can a person bring the matter to the attention of the Court himself?

If so, How?

anyone can bring a private prosecution. A solicitor would help but you can do it yourself. You local court will give you the intructions.
