Is it true that yellow - restricted parking lines - have to be a certain width, and if they are not the correct measurement they are not legal?

Yes,they have to be absolutely perfect,adhering to the criteria set for them.

Can you give the me the official site which states the measurement?
Diagrams 1017 to 1018.1 found in Schedule 6 of The Traffic Signs Regulations and General Directions 2002 indicate the Yellow Lines may be 100mm, 75mm or 50mm wide and terminated by a 150mm T-bar.
