hard drive still scanning

hi,after using HDTune to check why my hard drive is constantly scanning every 5 seconds the report is all ok apart from benchmark which shows a rate from 53mb sec down to 7mbs sec.avarage around 40mbs sec.
on checking I've found Bt help notifier using the cpu more than any other programme.if i delete this file will the system be ok.
I've tried removeing it from the startup files but the programme still runs.
in taskbar the cpu usage increases for that programme at the same time as the hard drive scans for 1 second.
i've read removing the programme removes bt's firewall although i have another firewall installed as part of a security suite.
help please.

don't just delete the file .... uninstall the software correctly
