My ctrl buttons have both stopped working. Is there a setting for this somewhere?

Update: They do work for pressing ctrl - alt - delete. However, I used to be able to enter something like "yahoo" into the address bar and press ctrl enter, and it would automatically add the http:www. and the .com . This is what no longer works.
