heated towel rail not working

just moved into a new place and the heated towel rain in the bathroom doesnt seem to be coming on when the rest of the radiators do. does anyone have any idea why this would be?

Presume it is connected to the central heating? Are the valves open? Does it need bleeding. Or is it a rail with an electric element? Got a switch anywhere you dont know the function of?
