I would put a downstairs bedroom actually in the garage. It may require you glue a garage door on to the filled wall when it is finished however.

It will be considerably cheaper, more practical and would alos be considered a family room, study or fourth bedroom when you sell up.

Personally, I do not believe you will gat PP for above it. Because if next door wanted to do the same, you will then have a semi.
Some problems here. The foundations of the garage will not support an upper floor.
The width of the garage is only about 8' wide and only 1 skin so your room will be less than this.
As you are using a party wall you will need to get permission from your neighbour. It will devalue both your houses as you are making it a semi rather than link detached. Your windows would probably overlook your neighbours garden and he can raise strong objections to this.
