Adding a thought bubble in Powerpoint

I have a Powerpoint presentation that is made up of photos.

I want to add a thought bubble to one picture in which I can write text.

Does anyone know how I can do this?

Try Insert menu -> Picture -> Autoshapes

There should be an option to add speech bubbles or callouts.
