Use of video camera to keep an eye on a relative

I am considering using a discreet Internet Video Camera that sends live video with sound through the Internet to a web browser, so I can monitor an ageing relative still living at home. I could highlight 'fields of vision' to send e-mail alerts in case of emergencies.
However she has council organised carers visiting on a regular basis and my question is could they legally object to it being used (even though it wouldn't be 'aimed' at them?)

I have a friend who is in the exact same situation as you,he asked the police recently and they informed him that as the cameras are inside the house there is no legal obligation to inform the carers that they are being filmed.A lot of workplaces have CCTV nowadays such as any shop on any high street, the staff in them don't complain(to my knowledge)that they are being filmed.
