XP Service Pack 2 - My Computer - Control Panel - Windows Explorer

Since installing Service Pack 2 on my Dell Desktop I am unable to access Windows Explorer, the Control Panel or My Computer. When I click on these options, the hourglass shows up, then goes away and without opening the program. Frequently the "Active Desktop Recovery" screen shows up - all the items on it refer to issues with the internet, but I'm not on the internet when I am trying to access My Computer etc. Regular programs (Quicken, Word, etc.) work fine. I am able to access the various drives from within programs - so I can save data.

Uninstall SP-2 through add/remove programs in the control panel, oh wait a minute... You do have a restore CD?
