Perhaps, but maybe not immediately. Regardless, you can convert it to mp4 easily, with iTunes or something similar.
No, iPod can play only MPEG-4 format video. Maybe iTunes can help you convert mov file to iPod format. Or you can try Wondershare Video to ipod Converter, it can convert all popular video formats inlcuding MOV, AVI, etc to iPod, I always use it to put video on my iPod, very easy to use and works great for me, Here is a step by step guide about this software
