can you tell me if driving with no insurance and lience is a criminal or civil offence

if found guilty it is a criminal conviction.
no if's and buts it is a criminal offence.

All you can do is put your hand up.
further more its for you to show that you did have insurance
although you would also be liable to civil prosecution - being sued - if you cause any damage to person or property.
It is a criminal offence
