How does my electricity meter know when the clocks go backwards or forwards and what time does off-peak start and finish?

You meter doesn't know. If you have a meter controlled by a radio signal, the timing of the radio signal can be altered. Very old meters may still have mechanical timers in them.
Timings for start/finish of off-peak electricity varies according to the provider.
If you do have the mechanical meter as I have, check regularly the time your 'off peak' starts.

Mine changes a lot - this year it has moved in stages from 11am to the current 8.45 pm.
