I have brought a car that is taxed and MOTed but I havent past my test yet and dont intend on driving the car till I do do I need to insure it? and if so do I get a reduction as the car isnt going to be used?

You must get it insured immediately at least for third party, fire and theft. If someone steals it or torches it then you will have lost everything. You will not get a reduction as you cannot prove that it will not be used.
If it is parked off the public roads you could cash the tax disc in and declare it SORN. Depends on how soon you plan to pass the test.

You can only cash in whole months though so you have missed June. If you plan to be mobile before the end of July then forget it.
If the car is parked off road, on private property, declare it off road and get a rebate on the tax disc.

Insurance is cheaper for SORN vehicles.

In fact it is possible to get "off road" cover, what you need is fire and theft cover only. Third party cover is not needed. The last time I did this with my insurance company it cost me �15 per annum (the car was kept in a garage.)
However you may have difficulty in starting off a new policy on this basis, in my case I was taking my car off the road for a long period following several years of cover with the same insurance company. It may not be as easy for a new customer to start cover in this way. Of course if you do get this kind of cover you must not, under any circumstances take the car on to the road.
